Dawn's leadership extends to serving as President of the National Procurement Institute, Inc., and the Public Purchasing Association of North Central Texas, contributing to the advancement of public procurement practices. Dawn's career began as a Purchasing Assistant in Onslow County, North Carolina, and has included significant roles in municipal procurement dating back to 1996. Dawn holds a Bachelor of Science degree from the University of Phoenix.
