Joel Holmes

Joel Holmes is a seasoned professional with experience in emergency response and telecommunications. Currently serving as a Swift Water Rescue Technician at Butte County Sheriffs Search & Rescue Inc since July 2018, Joel specializes in survival techniques in moving water and scene management for rescue operations. Additionally, Joel holds the position of Major Incident Manager for the City of Chico since July 2021 and previously worked as a Sworn Park Ranger. Prior to these roles, Joel was a Telecommunications Specialist at the Marine Corps Communications & Electronics School and a full-time student at Butte College, where studies focused on Natural Resources Management from 2018 to 2020.
