Shannon Costa

Shannon Costa currently serves as the Deputy Executive Officer at the Butte Local Agency Formation Commission since April 2020 and has been an Associate Planner with the City of Chico since January 2015, also holding the positions of Assistant Planner and Community Development Technician. Shannon's expertise includes land use, zoning, CEQA, and the interpretation of city ordinances related to land use regulations. Additionally, Shannon has served as a Planning Commissioner for the Town of Paradise since June 2019. Prior experience includes work as a Community Development Technician for the County of Tehama. Shannon holds a Bachelor of Arts in Geography with a focus on Human Geography and Planning from California State University, earned in 2012.
