Justin Thiltgen

Justin Thiltgen is a seasoned professional with extensive experience in grant analysis, consultant roles, and community engagement. Currently serving as a Technical Grant Analyst/Assistant in the City Manager’s Office for the City of Dubuque, Iowa, since September 2021, Justin focuses on analyzing the American Rescue Plan Act and other grants to align with the city’s goals. As the Principal at both Red Flags IDentity and Concentric Campaigns, Justin offers services in identity theft protection and marketing consultancy, respectively. Previous leadership roles include Interim Director at Proudly Accessible Dubuque and Director at Dubuque 2.0, along with significant campaign management experience in various political roles. Justin holds a Master of Business Administration from Loras College and a Bachelor of Arts in Geography from the University of Iowa.
