Benjamin Phillips

Benjamin Phillips, MSc, CEM, CMIRM, serves as the Senior Emergency Planning and Operations Analyst for the City of Durham since August 2021 and is an Advisory Committee Member for the International Public Safety Association since September 2022. Previously, Benjamin held the position of Director of Emergency Management for Fergus County from July 2018 to April 2021, where a successful redesign and expansion of the county's Emergency Management program occurred in collaboration with the State Emergency Management Planning Section. Additionally, Benjamin worked as an Emergency Management Assistant for the City of Goodyear from July 2017 to June 2018, focusing on the Flood Management Plan and developing a Debris Management Plan. Academic credentials include a Master of Science in Risk, Crisis and Resilience Management from the University of Portsmouth, a Master of Science in Leadership with an emphasis on Disaster Preparedness from Grand Canyon University, a Bachelor of Science in Public Safety & Emergency Management from Grand Canyon University, and an Associate of Science in Advanced Corrections from Rio Salado College.
