Phyllis E. Russell

Phyllis E. Russell, MPA, currently serves as the Budget Manager for the City of Durham since November 2022. Previously, Phyllis held the position of Budget & Management Analyst for Forsyth County from April 2017 to November 2022 and worked as a Policy Analyst for the Michigan House of Representatives from March 2015 to April 2017, focusing on health and military & veterans affairs policy analysis. Additional experience includes roles such as Director of Constituent Relations for District #1, Data Analyst at Quest Diagnostics, Budget & Policy Analyst for the City of Norfolk, and ICMA Management Fellow in both the City of Dubuque and City of Lancaster. Phyllis's earlier career includes administrative support roles at General Motors Global HQ and Plante Moran. Phyllis's educational background includes a Master of Public Administration and a Bachelor of Applied Science in Public Administration from Central Michigan University. Certified in Municipal/County Management by the UNC School of Government, Phyllis has demonstrated expertise in budget management, policy analysis, and executive support throughout various governmental and organizational contexts.
