Heather Mulligan-Gonzalez

Heather Mulligan-Gonzalez MS is an experienced professional in law enforcement and mental health advocacy, currently serving as a Board Member for the San Mateo County Critical Incident Stress Management Team and elected President of the Board of Directors, focusing on peer support and wellness initiatives. As a Management Analyst II with the City of East Palo Alto, responsibilities include recruitment, training, and employee mental health advocacy. Heather has extensive training in public safety and crisis response, serving as a Course Instructor with 21 CLETS, LLC and as an Emergency Dispatcher for multiple agencies. With a Master's degree in Justice Studies specializing in Homeland Security and Counterterrorism, along with several professional certifications, Heather is committed to promoting resilience and wellness within the first responder community.
