Phil Ortiz has served as a City Councilman for the City of El Cajon since October 2019. Prior to this role, Phil Ortiz worked as a Military Academic Advisor at Ashford University and as an Advisor at College Life Planning, both from February 2010 to October 2015. Phil Ortiz holds a Master of Arts in Public Administration from Ashford University, completed between 2011 and 2014, and a Bachelor of Science in Criminal Justice Administration from San Diego State University, earned from 2003 to 2008.
