Leia Cabrera, PE, QSD serves as the Principal Engineer for Land Development at the City of Encinitas since October 2022, previously holding the role of Senior Engineer for CIP Design & Construction. Notable projects include the 2024 B Street Sewer Improvements and 2023 CIPP lining of three 72-inch CMP at Moonlight Beach. Prior to this position, Leia Cabrera worked at Kleinfelder Construction Services as a Civil Engineer, assisting in the $110M W. Mission Bay Drive Bridge Replacement project for the City of San Diego. Contributions to PGH Wong Engineering Inc. included serving as Office Engineer on a traction power substations installation project. Earlier career experience at Atkins involved reviewing hydraulic models for California's Central Valley floodplain mapping. Education includes bachelor's degrees in Civil Engineering and Liberal Arts and Sciences from San Diego State University.
