Meagan Openshaw

Meagan Openshaw currently serves as the Assistant Director of Development Services for the City of Encinitas, overseeing key divisions and managing daily operations related to land development and housing. Previously, Meagan held various positions within the City of Imperial Beach, culminating in the role of Director of Community Development, where responsibilities included leading the Planning, Building, Code Compliance, and Housing Divisions. Meagan's experience spans multiple roles in planning, development, and community services, along with a background in customer relations and education. Meagan holds a Bachelor's degree in History from Northwestern University.
