Byron Frankland

Byron Frankland has extensive experience in law enforcement and emergency management, currently serving as the Emergency Operations Manager for the City of Galveston since December 2022. Prior roles include Patrol Sergeant and Police Officer for the City of Rockdale, and Assistant City Manager in Hutto, Texas. Notably, Byron held the position of Chief of Police for the Hutto Police Department and served in various capacities within the Galveston Police Department, including Assistant Chief, Captain, and Lieutenant. Byron completed a Bachelor of Applied Science in Criminal Justice and Corrections from Temple College and holds a certification from the Certified Public Manager Program at the University of Houston, supplemented by earlier educational experiences at Alvin Community College and San Jacinto College.
