Andrew Larkin currently serves as the Water Utilities Financial Administrator at the City of Garland, a position held since January 2016, and has progressed through various roles including Budget Manager, Senior Budget Analyst, and Budget Analyst. Prior experience includes a Management Intern role at the City of Richardson Texas for a brief period in 2015 and an HR Intern position at the City of Lubbock earlier that same year. Andrew Larkin holds a Master’s Degree in Public Administration and a Bachelor’s Degree in Political Science and Government, both obtained from Texas Tech University, along with a high school diploma from The McCallie School.
