Barbara Chappell, PE, currently serves as the Water Services Director for the City of Goodyear, a role assumed in February 2023. Prior to this position, Barbara was the Deputy Municipal Utilities Director for the City of Tempe and held multiple roles at the City of Goodyear, including Public Works Deputy Director and Utilities Operations Manager, from 2016 to 2022. Earlier experience includes serving as the Water Resource and Regulatory Compliance Manager and other positions in the City of Avondale from 2005 to 2016, focusing on regulatory compliance and efficient water resource management. Barbara Chappell holds a Master’s Degree in Public Administration and a Bachelor of Science in Civil/Environmental Engineering from Arizona State University, along with a certification in Public Management.
