Rodney A. Tissue

Rodney A. Tissue is an experienced civil engineer currently serving as the Project Manager and City Engineer for the City of Hagerstown since July 1992. In this role, Rodney manages the Department of Parks and Engineering, overseeing civil engineering design, construction management for city projects, land development review, and maintenance of parks and recreational facilities. Additional responsibilities include the development of recreational programs and management of solid waste and recycling collection. Prior to this, Rodney worked as an Assistant City Engineer, focusing on similar engineering tasks. Rodney's initial engineering experience was gained at AESI from April 1986 to July 1992, where responsibilities included stormwater management and hydraulic analysis. Rodney earned a Bachelor of Science degree in Civil Engineering Technology from the University of Pittsburgh in 1986.
