Fire Marshal/battalion Chief at City of Hardeeville, SC

Jessica Horton has a strong background in the fire and emergency medical service field. Jessica started their career as a Volunteer Firefighter/EMT with the North Windham Fire Department in 2003. In the same year, they also worked as an Emergency Medical Technician with the Ambulance Service of Manchester. Jessica then joined the Jasper County Fire-Rescue in 2004 as a Firefighter/Paramedic, primarily working on an ambulance. Since 2015, they have been employed as a Fire Marshal/Battalion Chief at the Hardeeville Fire Department. In this role, they are responsible for inspections, plans review, public education, special events, and responding to large-scale incidents.

Jessica Horton obtained their high school diploma from Windham High School in the years 1996 to 2000. Jessica then pursued education in the field of emergency medical technology, completing a paramedic degree at Rescue Training, Inc. from 2004 to 2005. Continuing their education in fire science and firefighting, Jessica received fire certifications from South Carolina Fire Academy between 2005 and 2016. Jessica also obtained fire certifications from Alabama Fire College and Eastern Connecticut Fire School, although the specific years of study are not provided.

Hardeeville continues to grow at an incredible pace, and was named the fastest growing city in SC for both 2013 and 2014! In 2015, Hardeeville grew by 544 residents and by 11.44%, and was the second fastest growing city in SC behind the town of Blythewood. We are maintaining our efforts to grow “smartly” according to the City’s Comprehensive Plan, our Land Development Code, and the executed Development Agreements. The City continues to be financially stable and maintain healthy reserves. The City Council for the fourth year in a row has lowered the City’s millage rate from 153 to 130. Despite the millage rate reduction, the City continues to provide a high level of municipal services to our growing population. Collectively, your City employees continue to work hard every day to meet or exceed your service expectations. The City has a bright future ahead with many exciting projects and developments such as the opening of the new Hardeeville library, Jasper Ocean Terminal, Okatie Crossing Commerce Center, the new exit 3 on I-95, Riverport, and the buildout of the Hardeeville Commerce Park!
