Kyle Carbert, P.E. is a seasoned civil engineer with extensive experience in utilities and public works. Currently serving as Senior Utilities Engineer for the City of Hayward since April 2023, Kyle is involved in managing a significant nutrient removal upgrade project at the Water Pollution Control Facility. Prior experience includes roles as Supervising Civil Engineer and Associate Civil Engineer at Alameda County, where Kyle managed various construction projects related to flood control and stormwater systems. Previous positions at Harris & Associates and WRECO included project management and engineering roles focused on roadway and drainage projects. Kyle holds both a Master’s and Bachelor’s degree in Civil and Environmental Engineering from the University of California, Berkeley.

Hayward is a Charter City of 62.55 square miles and 145,839 residents governed under the Council-Manager form of government. Hayward is known as the “Heart of the Bay” because of its central and convenient location in Alameda County – 25 miles southeast of San Francisco, 14 miles south of Oakland, 26 miles north of San Jose and 10 miles west of the valley communities surrounding Pleasanton.
