Mary Morales is an experienced HR professional with a strong background in human resource management and administration. Currently serving as the HR Manager for the City of Hayward since February 2023, Mary previously held roles such as Administrative Manager of Employee Relations for the County of Orange and Senior Human Resource Analyst for the City of Oakland. With expertise in employment laws and human resource best practices, Mary has proactively addressed emerging issues in organizational HR operations. Additional experience includes serving as an Administrator for New Hope Presbyterian Church and as Executive Director for Public Cable Television Authority, along with a foundational role as Assistant Director at Latino Health Access. Mary holds a Bachelor's degree in Communications from California State Polytechnic University-Pomona.

Hayward is a Charter City of 62.55 square miles and 145,839 residents governed under the Council-Manager form of government.
