Ellen McDowell is an experienced urban planner with a background in various planning roles across multiple organizations. Currently serving as a Senior Planner for the City of Healdsburg since January 2022, Ellen previously held the position of Planner II for the Town of Windsor from January 2019 to January 2022, and worked as an Assistant Planner at M-GROUP from January 2013 to January 2019, where responsibilities included administrative tasks on site plans and zoning ordinance compliance. Ellen started in the planning field as a Planning Intern for the City of San Rafael in 2011. Ellen holds a Bachelor's degree in Environmental Studies and Planning from Sonoma State University, completed in 2012, and is a graduate of Santa Rosa High School, class of 2008.
