Barb Colter

Barb Colter is an experienced finance and practice manager with a diverse background in healthcare and business operations. Currently serving as the Finance Department Manager for Utility Billing at the City of Hillsboro since May 2023, Barb previously held positions including Practice Manager at OHSU Health Hillsboro Medical Center and Maple Street Clinic, where responsibilities included staff management, HR functions, and benefits administration. With a strong emphasis on operational efficiency, Barb has also served as Director of Clinical Operations at Pacific University, facilitated business protocol development as a consultant for Vivid EyeCare, and has extensive experience in customer service and office management from roles at Dynic USA Corporation and earlier positions. Barb holds a Bachelor's Degree in Business Administration and Management from Oregon State University.
