Lucas Tshibalo

Lucas Tshibalo (Mudau) is an experienced public administration professional with a comprehensive background in corporate services, risk management, and forensic auditing. Since November 2013, Lucas has served in various leadership roles within the City of Johannesburg, currently holding the position of Group Head: Group SHELA and FCM at Group Corporate and Shared Services (GCSS). Responsibilities include overseeing city-wide administration, telecommunication functions, fleet management, and compliance. Lucas is also the Chairman and Founder of ABC FC Foundation and the Chairman of African by Choice Football Club and ABC Group (Pty) Ltd, engaging in soccer development and property investment. With prior experience in the Department of Justice and Constitutional Development, as well as the Department of Health, Lucas has a strong foundation in strategic planning, financial management, and project management. Educational credentials include a Master of Public Administration from the University of Pretoria, and Lucas underwent specialized training at the FBI Academy in the USA.
