Richard Williams is an experienced program manager and planner specializing in sustainability and environmental initiatives. Currently serving as the Regional Decarbonization Framework Program Manager for the County of San Diego, Richard leads efforts to achieve zero carbon emissions through the design and implementation of impactful programs and policies. Richard has held roles as a Senior Planner focused on the County's Climate Action Plan, and as an Environmental Sustainability Commissioner for the City of La Mesa, advising on strategies to enhance local environmental quality. Prior professional experience includes positions at Ascent Environmental and Hexagon Transportation Consultants, where Richard contributed to environmental impact assessments and transportation planning projects. Richard holds a Master’s in City and Regional Planning and a Master’s in Transportation Engineering from California Polytechnic State University, and a Bachelor’s in Community and Regional Planning from Iowa State University.
