Kevin D. Howard

Kevin D. Howard serves as the NCDA Executive Board Secretary for the National Community Development Association since February 2025. In addition, Kevin has held the position of Director of Housing & Neighborhood Programs for the City of Little Rock since November 2019, and also served as the Interim Director. As a Real Estate Broker and General Contractor with Horizon Realty of Arkansas LLC since 2003, Kevin specializes in real estate development, construction, and property management. With extensive experience as a Certified Real Estate Appraiser for ACE Appraisal & Inspection Services, Inc. since June 1997, Kevin also contributed to community development as the Community Development Manager for the City of Little Rock from 2013 to 2020, overseeing various federal grant programs. Kevin's early career includes serving as the NSP2 Program Administrator, managing a significant $8.6 million grant. Educationally, Kevin holds a Master's degree in Sports Administration from Grambling State University, completed in 1997, and a bachelor's degree from the same institution, earned in 1996.
