Conor Baldwin

Conor Baldwin serves as an Adjunct Professor in the Public Administration Master's program at the University of Massachusetts Lowell since March 2023. Simultaneously, Conor has been the Chief Financial Officer for the City of Lowell since May 2010, overseeing the preparation and administration of budgets and long-range fiscal planning, along with conducting administrative research and operational analysis. Previous roles within the City of Lowell include Acting City Treasurer/Collector, Acting Treasurer, Data Management Analyst, and Personnel Assistant, where responsibilities included providing analytical support and managing retirement benefits. Prior experience includes working as a Mediation Specialist for Action for Boston Community Development and a Research Analyst for the City of Lowell. Conor Baldwin holds a Master of Arts in City/Urban, Community and Regional Planning and a Bachelor of Arts in History and English from the University of Massachusetts at Lowell.
