Timothy Mitchell, P.E. has over three decades of experience in water resources management and civil engineering. Currently serving as the Director of Water Resources for the City of Lynchburg since May 2000, Timothy oversees the city's water, sewer, and stormwater utilities, managing personnel, budget development, rates, regulatory compliance, and capital improvement programs. Previous roles include Assistant Director of Utilities responsible for the development of capital improvement programs and maintenance of water and sewer lines, as well as positions as Utilities Engineer at Mattern & Craig Engineers and Civil Engineer at Clean Water Engineers. Timothy holds a Bachelor's degree in Civil Engineering from Old Dominion University, a Graduate Certificate in Local Government Management from Virginia Tech, and a Certificate of Completion in State and Local Executives from Harvard Kennedy School.
