Kevin Raney is an experienced police officer and project manager currently serving with the City of Manchester since July 2000, following graduation from the Tennessee Law Enforcement Training Academy in October 2000. Prior to this role, Kevin was the assistant director at Coffee County 911 from August 1999 to July 2000, where responsibilities included dispatching for multiple law enforcement agencies. Kevin's career also includes experience at ADT Security Services from August 1993 to February 1997, focusing on the installation and servicing of alarm systems, along with training new employees. Kevin holds an Associate of Applied Science degree in Electronics Engineering Technology from ITT Technical Institute in Nashville, earned between 1991 and 1993.

The Finance Department is responsible for all financial, accounting and benefit functions. Principal operations included budget preparation & monitoring, maintenance of revenue and expenditure accounts, cash management, payroll, fixed assets and the preparation of all financial reports. The financial reports include a yearly audit, quarterly financials and monthly senior staff updates. The department is also responsible for the adherence to the laws of the Federal Government of Missouri to ensure compliance with proper accounting regulations and policies.
