Espinosa Kim has extensive experience in urban planning, currently serving as the Planning Manager for the City of Merced since September 1994. In this role, Espinosa oversees the Planning Division within the Merced Development Services Department, managing both current and long-range planning initiatives. Notably, Espinosa was the project manager for the Merced Vision 2030 General Plan, adopted in 2012, and led the first comprehensive update of the Merced Zoning Ordinance in 2016. Prior roles included Principal Planner and Senior Planner, during which Espinosa managed complex development proposals and authored the award-winning Merced Vision 2015 General Plan. Espinosa's career began with various planner positions at the City of Merced from 1987 to 1994, focusing on current planning projects. Espinosa holds a Bachelor of Arts in Architecture from the University of California, Berkeley.
