Carl Craigo has extensive experience in utilities and facility management, currently serving as the Assistant Utilities Director for the City of Midland since January 2016. Prior to this role, Carl held the position of Manager of Facilities at Enovation Controls, LLC, where responsibilities included managing facilities across Texas, Oklahoma, and China, overseeing office and warehouse remodels, and directing facility personnel and contractors. Carl also served as Construction Manager for the City of Tulsa, where facility construction and stormwater capital projects were managed. Additionally, Carl worked as a Professional Engineer for stormwater project design and consultant management, and previously held an engineering position with the City of Fort Worth. Carl holds a Bachelor of Science in Civil Engineering from West Virginia University, earned between 1993 and 1999.

Midland is a city in western Texas. Part of the Permian Basin area, it’s an oil industry center. At the Permian Basin Petroleum Museum, interactive exhibits detail the history of local oil exploration and include Boom Town, a replica 1930s oil town with a land office and general store.
