Emma Sagor

Emma Sagor currently serves as City Manager for the City of Milwaukie, following roles as Acting City Manager and Assistant City Manager. Prior experience includes strategic performance management at the Portland Bureau of Transportation, where Emma led a team in data analysis and facilitated strategic decision-making sessions. As a Climate Advisor for the Natural Resources Defense Council, Emma contributed to Portland's climate action initiatives. Emma's background also encompasses project management and public engagement consulting with EnviroIssues, as well as research roles at LSE London, focusing on urban policy issues. Emma holds a Master of Science in Regional and Urban Planning Studies from The London School of Economics and a Bachelor of Arts in Social Studies from Harvard University.
