Shawna Boomgarden, PHR, SHR has over 20 years of experience in various roles within the human resources field. Shawna began their career as a Human Resources Intern at Carlson Craft in 2003. Shawna then worked as a Project Coordinator at Label Works from 2000 to 2004. Shawna then joined Christensen Farms as a Human Resource Representative from 2004 to 2006. Shawna then moved on to Avery Weigh-Tronix, a Division of ITW, where they held multiple roles including Human Resources Analyst from 2006 to 2013, Senior Human Resources Generalist from 2013 to 2014, and Human Resources Supervisor from 2014 to 2015. Currently, Shawna is serving as the Human Resources Director at the City of New Ulm/New Ulm Public Utilities since May 2015.
Shawna Boomgarden, PHR, SHR, holds a Bachelor of Science (B.S.) degree in Human Resources Management from Minnesota State University, Mankato, which they obtained between 2000 and 2003. In addition, they have obtained the Professional in Human Resources (PHR) certification from the HR Certification Institute – HRCI in 2012 and the SHRM Certified Professional (SHRM-CP) certification from SHRM in February 2015.

New Ulm is a progressive town, with agriculture, industries, retail stores, progressive parochial and public schools, including a private college, and a population of nearly 14,000 people. The City of New Ulm, in County of Brown, and State of Minnesota is a municipal corporation operating under the Home Rule Charter. The City Administration offices include the City Manager's office and the Office of the Mayor. The Mayor, as the Chief Executive officer for the City of New Ulm, conducts official mayoral business from City Hall. The daily affairs of the City of New Ulm and New Ulm Public Utilities Commission are administered through the office of the City Manager. The New Ulm Public Utilities provides electric, water, district energy, natural gas, and wastewater service to residents and businesses in the New Ulm area. It is our continuing endeavor to serve the public as a nonprofit organization providing our customers with high quality, safe and efficient services at the lowest possible cost, while promoting conservation and responsible management of resources. The quality and availability of these basic necessities of life sustain our customers and promote the well-being and growth of the community.
