Betty Meyer

Betty Meyer has extensive experience in public administration and government operations, currently serving as the Civic Lab Program Manager and Special Assistant for the City of Norfolk, VA, since January 2013. In this role, Meyer collaborates across departments to enhance processes and promote efficiency among employees. Previously, Meyer held the position of Policy Team Leader in the Norfolk Office of Budget & Strategic Planning, overseeing a team responsible for evaluating city programs and ensuring effective performance measurement. Additionally, Meyer served as Deputy City Manager of Administration & Finance, managing various operational departments in Chesapeake, and worked as Budget Director for the same city. Early career experiences include roles as a Management and Budget Analyst in Virginia Beach and Assistant Health District Administrator in Norfolk. Meyer holds a Ph.D. in Urban Services Management from Strome College of Business and a Master's in Public Administration with a focus on Program Evaluation from Old Dominion University.
