Oneiceia Howard

Oneiceia Howard possesses extensive experience in neighborhood relations and community engagement, currently serving as the Assistant Director and Division Head of Neighborhood Engagement for the City of Norfolk, VA, since November 2011. Previously, Oneiceia worked at the Norfolk Redevelopment and Housing Authority from March 2005 to November 2011, where roles included Senior Neighborhood Development Specialist and Case Manager, contributing to strategic planning, policy development, and community initiatives. Oneiceia has also held positions at Opportunity Inc. as a Workshop Facilitator and Business Services Consultant, focusing on workforce development and job seeker assistance. Academically, Oneiceia earned a Master's degree in Public Administration from Troy University and a Bachelor's degree in Applied Sociology from Georgia Southern University.
