Gene B. Tom has extensive work experience in financial and administrative roles. GENE B. most recently served as the Chief Financial Officer & Fire Division Manager for the Oakland Fire Department. Prior to that, they worked as the Chief Financial Officer for the Oakland Public Library, where they were responsible for budget development, fiscal operations, and grants management. Gene also worked for the City of Oakland as the Manager of Administrative Services in the Office of the City Clerk, where they oversaw budgeting, contracting, and procurement. GENE B. started their career as a Management Analyst for the New York City Mayor's Office of Operations and later served as the Director of Analysis for the New York City Department of Transportation.

Gene B. Tom obtained a Bachelor of Arts degree in Economics from the University of California, Berkeley in 1989. Later, from 1989 to 1991, they pursued a Master of Public Administration (MPA) degree with a specialization in Public Finance at Columbia | SIPA.
