David Collier, Jr., MPA has a diverse work experience that showcases their skills in emergency management, fire services, teaching, and healthcare. David started their career in the United States Air Force as a Munitions Control/Staff Sergeant, where they performed and managed munitions production and maintenance tasks. After leaving the military, they worked at Bay Medical Center as an Emergency Room Technician, where they were responsible for various technical tasks and patient care. David then joined the City of Panama City Fire Department, where they held different positions such as Firefighter, Engineer, Lieutenant, and Battalion Chief. During their tenure, they directed and coordinated fire company activities, ensured the maintenance and operation of fire apparatus, and provided leadership and supervision to firefighters. Alongside their work in the fire department, they also served as an Adjunct Faculty Member at Gulf Coast State College, where they developed and instructed various courses in the Fire Science A.S. program. David obtained a Master's Degree in Public Administration/Emergency Services Management from Columbia Southern University between 2014 and 2016. Prior to that, they earned a Bachelor's Degree in Fire Science/Fire-fighting from the same university from 2009 to 2012. Additionally, they completed an Associate of Science (A.S.) degree in Fire Science/Fire-fighting from Gulf Coast State College between 2005 and 2012, as well as an Associate of Arts and Sciences (A.A.S.) degree in Fire Science/Fire-fighting from Columbia Southern University from 2009 to 2011. David also holds a State Certification in Emergency Medical Technician (Basic) from Gulf Coast State College in 2009 and a State Certification in Fire Fighter Minimum Standards from Gulf Coast State College in 2006. Furthermore, they earned their high school diploma from Buchholz High School in 2001.

In addition to their educational achievements, David Collier, Jr, MPA has obtained various certifications. David is an Instructor III certified by the State of Florida since September 2016. David is also certified as an Emergency Medical Technician - Basic by the State of Florida since November 2014.
