Richard Montanez

First Deputy Commissioner at City of Philadelphia

Richard Montanez is an experienced Deputy Commissioner for Transportation with the City of Philadelphia since November 1996, overseeing the maintenance and operation of extensive urban infrastructure, including 2,500 miles of roads and over 100,000 street lights. Montanez has led various transportation initiatives, including transportation management and Intelligent Transportation Systems, while also implementing strategic plans for the transportation division. Previously, roles as Chief Traffic & Street Lighting Engineer involved supervising traffic and street lighting operations and budget management. Prior to public service, Montanez gained experience as a Project Engineer at Air Products, managing construction projects in Mexico, and worked in design and engineering capacities for Sunoco and Merck. Montanez holds a Bachelor of Science in Electrical Engineering from Drexel University.
