Robert Holmes

Robert Holmes, MPA SHRM-CP, serves as a Human Resources Manager for the City of Philadelphia since February 2016, overseeing a team involved in public HR functions such as recruitment, workforce planning, and training. Previously, Robert held roles including Senior Departmental Human Resources Associate and Human Resources Professional in the Department of Behavioral Health, focusing on hiring processes and workforce planning. Robert's earlier experience includes serving as a Mathematics Instructor at the University of Pennsylvania and Therapeutic Staff Support at Dunbar Community Mental Health. An internship with Councilman Curtis Jones Jr. allowed Robert to engage with constituent issues and participate in governmental policy implementation. Robert holds a Master's degree in Public Administration and a Bachelor's degree in Biology from Cheyney University of Pennsylvania.
