Tim Haynes is the Geographic Information Officer and Chief Data Officer at the City of Philadelphia. Tim has been with the City since July 2019, and in their current role since July 2021.

Haynes has extensive experience in managing GIS teams and projects. Tim led the transition of their team from fulltime in-office to fulltime remote work during the COVID-19 pandemic, and has implemented a hybrid in-office/remote work model. Tim is also responsible for maintaining the City's custom automated vehicle location (AVL) platform, Philly Vehicle Locator.

Haynes has won numerous awards for their work on GIS projects, including the Esri Special Achievement in GIS (SAG) Award for their role in the Philly Vehicle Locator (PVL) project. Tim has also co-presented a presentation on the PVL project at the global 2020 Esri User Conference.

In addition to their work on GIS projects, Haynes has also assisted with the adoption of Atlassian Confluence as the City's intranet platform and with the implementation of SSO integration for the City's primary ArcGIS Online organizations.

Tim Haynes received their Bachelor's in Energy, Business and Finance- Geographic Information Systems Option from Penn State University. Tim is certified from the Commonwealth of Pennsylvania - State Board of Certified Real Estate Appraisers as a Certified Pennsylvania Evaluator. Tim is also certified from the Pennsylvania Interscholastic Athletic Association as a Certified High School Basketball Official.

Tim Haynes reports to Mark Wheeler, Chief Information Officer. Tim Haynes works with Ketan Shah - Chief Information Security Officer, Tom Swanson - Deputy CIO for Enterprise Architecture, and Nadine Dodge - Deputy CIO for Public Safety.
