Jack Carr

Jack Carr serves as the Deputy City Manager of Development Services for the City of Plano, a position held since December 2013, overseeing departments such as Building Inspections, Engineering, and Public Works, while managing budgets and daily operations. Previously, Jack served as the Director of Engineering at the City of Plano, leading a department of 60 employees in various engineering and infrastructure areas. Prior experience at the City of McKinney included roles as Assistant Director of Development Services and Director of Engineering, where Jack played a key role in managing infrastructure growth and ensuring compliance with regulations. Jack holds a Bachelor of Science degree in Civil Engineering from the University of Illinois Urbana-Champaign.
