Jess Liao P.e.

Jess Liao, P.E., currently serves as the Water Utility Engineering Manager for the City of Port Arthur, overseeing engineering projects and managing contracted design reviews. Prior experience includes a tenure as the Wastewater Treatment Plant Superintendent for the City of Beaumont, where responsibilities encompassed the operation and maintenance of a large wastewater treatment facility and managing capital improvement projects. Additional roles included Laboratory Supervisor/Wetland Biologist at the same city, focusing on water and wastewater laboratory activities, and Store Manager at SIHE Aquarium, developing merchandising strategies. Jess Liao's early career featured work as a Research Assistant at The Development Center of Biotechnology and military service as a Lieutenant in the Republic of China. Jess Liao holds a Master’s degree in Environmental Engineering from Lamar University and a Bachelor of Science in Life Science of Zoology from National Chung Hsing University.
