Joel Chang

Joel Chang is an accomplished Principal Enterprise Architect at the City of Portland since November 2022, where expertise includes the development of a Data Modernization project and multi-cloud platform management. Prior experience includes roles as a Senior Solutions Architect for the Washington State Department of Social and Health Services, focusing on analytical models and BI reporting, and as an Organizational Change Manager at the Washington State Department of Labor and Industries, where organizational change strategies and assessments were pivotal. Additional experience encompasses significant contributions as a Lead Business Analyst and Senior Business Analyst in various state departments, along with a background in technical education and project management. Joel Chang holds a Master of Public Administration from The Evergreen State College and a Bachelor of Arts in Sociology and Environmental Studies from the University of Puget Sound.
