Rebecca Schwartz has over three decades of experience in water and wastewater management, currently serving as Adjunct Faculty for Water Technology at San Bernardino Valley College since January 2011. In addition to academia, Rebecca has held the position of Wastewater Operations Manager and Laboratory Manager for the City of Redlands since August 2007, overseeing the operations and regulatory compliance of the Water Reclamation Plant. Prior roles include Wastewater Operations Manager at Redlands and Laboratory Manager at Yucaipa Valley Water District, where responsibilities involved maintaining laboratory standards, managing budgets, and training personnel. Rebecca began their career as a Laboratory Manager at the Hopewell Regional Wastewater Treatment Facility in Virginia. Rebecca holds a Bachelor of Science degree in Chemistry/Zoology from Marshall University.

The City of Redlands, incorporated in 1888, in the San Bernardino Valley, 63 miles east of Los Angeles, 110 miles north of San Diego, and 500 miles southeast of San Francisco. It lies within the San Bernardino Valley in the southwestern portion of San Bernardino County, covering an area of 36 square miles within the heart of the Inland Empire. It serves a population of approximately 70,000 residents.
