David Summers currently serves as the Deputy Director Sr Information Technology for the City of Richmond, Virginia, where David has implemented strategic initiatives to enhance IT service delivery and improve technology capabilities. Prior to this role, David was the Director of Information Technology at Sentara Health Plans, Inc., where David successfully extended a highly valued claims processing system across the enterprise following Sentara's acquisition of Virginia Premier Health Plan. David's extensive experience in the healthcare sector includes serving as Associate Chief Information Officer and Vice President of Information Services and Operations Management at Virginia Premier Health Plan, where David managed significant capital budgets and led large teams. David began their career as a Systems Analyst at Peninsula Hospital Services, Inc., where innovative solutions led to substantial cost reductions. David holds a Master’s Degree in Information Systems from Virginia Commonwealth University and multiple Bachelor’s degrees in Health and Human Services from Hampton University.
