Joyce Davis

Joyce Davis is an experienced policy analyst and educational leader with a diverse background in criminal justice and community services. Since May 2008, Joyce has been serving as a Council Policy Analyst for the City of Richmond, Virginia, and held the position of Interim Council Chief of Staff from January 2021 to January 2023, managing legislative and budgetary functions. Joyce also founded and leads Achieve and Succeed Educational Services, Inc., offering educational programs in law, criminal justice, financial literacy, and life skills. Previous roles include Assistant Professor at Virginia Union University and Adjunct Professor at Virginia Commonwealth University, where Joyce taught various criminal justice courses. Joyce's early career includes positions such as Criminal Justice Planner for the City of Richmond and Director of Court Services at OAR of Richmond. Joyce holds a Master's Degree in Criminal Justice and Corrections from Virginia Commonwealth University and multiple certificates in executive and public performance management from Harvard Kennedy School and Rutgers University.
