Phil Pluckebaum

Phil Pluckebaum is an experienced professional currently serving as a candidate for Sacramento City Council District 4 and a Senior Project Manager at UC Davis Health since December 2021. As the Chief Operating Officer and founder of CertainPoint, a technology consulting startup established in 2019, Phil focuses on innovation and governance in areas such as Remote Work and InsurTech. Previously, Phil held the position of EPMO Manager at the California Earthquake Authority from 2014 to 2019, where responsibilities included consulting with executive sponsors and managing multiple programs to align with strategic objectives. Phil also worked as a Project Manager at Covered California in 2013-2014, specializing in enterprise analytics. Phil holds a Bachelor of Arts degree in Philosophy from California State University-Sacramento and completed education at Redwood High School.
