Russell Joyce

Russell Joyce is a Senior Environmental Inspector with the City of San José since August 2011, leading a team to enforce solid waste municipal codes and hauler contract requirements. Previous roles include Environmental Inspector II within Integrated Waste Management and Zero Waste Events Program Assistant, where contributions included counseling event organizers, authoring instructional manuals, overseeing grant processing, and ensuring compliance during major events. Before joining the City of San José, Russell served as Project Manager/Administrative Manager for the Santa Clara County Recycling Hotline, managing contracts and providing technical training. Russell’s experience also includes a brief tenure as a Student Assistant at San Jose State University's Environmental Studies Department and as a Zero Waste Team Intern. Russell holds a degree in Environmental Studies with a focus on Integrative Waste Management from San Jose State University and a certificate in Film Studies from the Seattle Film Institute.
