Zulma MacIel

Director at City of San José

Zulma Maciel serves as the inaugural Director for the Office of Racial Equity at the City of San José, focusing on embedding a racial equity framework within the organization to improve outcomes for Black and Brown communities. With over 20 years of public administration experience, Zulma has expertise in public policy development and local government administration, effectively managing a $15M grant portfolio and overseeing the Strategic Partnerships Unit, which handles over 200 contracts and more than $5M in grants annually. Zulma has also participated in the HOPE Leadership Institute for professional Latinas and held various management roles within the City of San José, including Senior Executive Analyst. Zulma earned a BA in Sociology from the University of California, Santa Cruz and is currently pursuing further education at Harvard Kennedy School.
