Luis H. Osuna, PE, MSCE, CCM, currently serves as the Deputy City Engineer for the City of South Gate, overseeing administrative, policy, and technical duties related to public works and environmental compliance programs. Prior to this role, Luis held positions including Assistant City Engineer for the City of Pico Rivera, Senior Civil Engineer for both the City of Manhattan Beach and the City of Compton, and Construction Manager/Associate Engineer for the City of Inglewood. Early career experience includes roles as a Project Engineer at Nunez Engineering and Assistant Civil Engineer at Eli Industries. Luis holds a Master of Science in Civil Engineering from California State University, Long Beach, and a Bachelor of Science in Civil Engineering from Monterrey Institute of Technology.
