Julie Baxter, AICP, CFM, currently serves as the Water Resources Manager and previously held the title of Senior Planner at the City of Steamboat Springs since September 2018. Prior experience includes roles as Senior Associate at Acclivity Associates, Senior Planner in the Region VIII Mitigation Division at FEMA, Community Planner at URS Corporation, and Community Planner/Project Manager at AMEC. Julie Baxter began a professional journey as a Communications Specialist at the Natural Hazards Center at the University of Colorado. Julie Baxter holds a Master’s degree in Community and Regional Planning from the University of Oregon and a Bachelor of Science in Natural Resources, Environmental Policy from the University of Michigan.
