Cindy Garst

Cindy Garst is an experienced Risk Manager, currently serving the City of Titusville since March 2019, where responsibilities include identifying and implementing risk-reduction policies and managing all lines of insurance coverage. Previous roles in risk management include positions at CB&I and Jacobs Engineering Group, Inc., focusing on contract review, litigation management, and corporate insurance procurement. In addition to a Master of Business Administration from Texas A&M University-Corpus Christi, Cindy holds a Bachelor of Business Administration from the University of North Texas. Earlier in their career, Cindy served as a Senior Contract Manager at WilTel Communications, LLC, contributing to a global telecommunications infrastructure.
