Todd Saums

Todd Saums is an experienced water distribution and sewer management professional with significant leadership roles in various municipalities. As the Commissioner of Water Distribution for the City of Toledo from May 2022 to September 2023, Todd oversaw a staff of 150 FTEs, managing operations, engineering, finance, and regulatory compliance. Prior to this, Todd served as the Director of Water and Sewer for Van Buren Township, where responsibilities included overseeing customer service, billing, and operations. Todd's career also includes a decade at The Northwestern Water & Sewer District, progressing from Engineering Aide to Project Manager, with a focus on capital improvement projects and infrastructure oversight. Todd began their career as a General Laborer in the Village of Carey’s Public Works Department. Academic qualifications include a Bachelor of Science in Management and Technology from Bowling Green State University and a Master of Public Administration from Ohio University.
