Julia Oosterman

Julia Oosterman currently serves as Chief Communications Officer for the City of Toronto, a position held since February 2025. Prior to this role, Julia was Vice President of Communications, Brand Marketing, Government & Community Relations at Conestoga College from March 2024 to February 2025, and Executive Director at the University of Toronto Scarborough from May 2022 to March 2024. Julia also has extensive experience in academia as Adjunct Faculty at Fanshawe College and Lambton College, as well as in healthcare communications as Chief of Communications and Public Affairs at Bluewater Health from October 2016 to May 2022. Other key positions include Director of Communications and Stakeholder Management at Toronto Central Community Care Access Centre, and Director of Corporate Communications at RSA Canada. Julia's educational background includes a Bachelor of Applied Arts in Radio and Television from Toronto Metropolitan University and ongoing studies toward a Master's degree in Public Relations at Mount Saint Vincent University.
